Putin’s 'Soft Power' - Is it Propaganda or a New Message?

With its nuclear weapons, Russia has plenty of “hard power.”  Now Vladimir Putin wants to add some “soft power,” using cluture, language and ideas to attract support internationally.  Is this new or a repackaging of Soviet-style public diplomacy and propaganda?
